Students’ decisions to pursue post-secondary education and their chances of realizing this goal are affected by several factors, including their literacy skills and high school credentials; the extent to which they are engaged in the schooling process; the support available from family, friends and other people in their social network; and the financial means available to them. This study used data from two nationally representative studies of the literacy skills of youth and adults — the International Adult Literacy Study (IALS) and the Programme of International Student Assessment (PISA) — to examine the roles that students’ literacy skills and engagement at school might play in determining access to post-secondary education. Analyses of IALS data for over 750 youth revealed that among those ranking in the top 40% of prose and document literacy skills, more than one-half did not attend post-secondary education. Analyses of the PISA data for nearly 30,000 15-year-old students found that about one-third of Canadian youth had average to above-average academic skills but were disaffected from school, in that either they had a low sense of belonging (19.5%) or low participation in school-related activities (14.6%). Disaffection from school was considerably greater among boys than girls, reflected in higher enrolment rates among girls than among boys in post-secondary education. The findings suggest that there are two important groups that could be targeted in efforts to increase access to postsecondary education. One comprises students who are “at the margin” in terms of their literacy skills. Many of these students could attend post-secondary programs if they increased their literacy ranking from the 20th–40th percentile range to the average range. Another group comprises students who have the requisite skills, but are disaffected from school. Some of these students may benefit from counselling; others may simply require more information about the financial and personal returns to various forms of post-secondary education.

Language and Literacy Researchers in Canada (LLRC) is a special interest group (SIG) within the Canadian Association for Curriculum Studies (CACS), which is in turn a constituent association of the Canadian Society for the Study of Education (CSSE). LLRC is comprised of individuals who are interested in language and literacy education and research, particularly, but not exclusively, within the Canadian context. We define "literacy" broadly, understanding that what it means to be literate is situational, and that individuals generally acquire numerous literacies as they navigate different linguistic spheres. In keeping with this notion, our members promote understanding of literacy acquisition in a range of developmental, socio-cultural, and media contexts.

Labour market information (LMI) is information concerning the conditions in, and the operations of, the market for labour. The labour market - like other markets - can be described in terms of supply and demand components. The supply side primarily refers to the number of potential workers and their characteristics whereas the demand side refers to employers' staffing requirements. In the labour market, labour services are exchanged and it is the interaction of the workers and firms that determines, in part, the price of labour, the number of workers employed, and the working conditions attached to employment such as the work schedule and specific duties.

Throughout most of the last century, the American system of higher education was revered both here and throughout the world. But the impact of expanding global competition, changes in American labor markets, the exploding growth of knowledge, innovations in technology, and the resulting increased demands for higher skills are creating significant new challenges for higher education. Further, the dramatic impacts of these forces on our economy, on our education system, and indeed, on our quality of life are projected to significantly accelerate in the near future. These changes will require ever more intimate connections between higher education and the larger society. Higher education, business, and public policy makers will need to turn their attention to efforts of aligning higher education curricula and outcomes with the escalating demands of the surrounding environment. This should not be taken as a signal that broad support for liberal education has waned. To the contrary, the value and benefits of a liberal education will be more respected and in greater demand as the world becomes increasingly complex. But we will all need to work hard to support this case.
